The applications can be submitted via the Service NSW website, eliminating the need to visit a service centre.
Customer Service Minister Victor Dominello said the online application system would make life easier for elderly and vulnerable people.
"The transaction is quick and simple and just requires the customer to fill out and upload the application form and medical certificate completed by their doctor," he said.
Mr Dominello said clear photos from a mobile device would be sufficient to complete an application if a customer did not have a valid image stored in the database.
Customers who do not have a valid stored image in the Service NSW database, but meet other requirements, can still apply for a temporary six-month permit.
Applicants who are not established in the system will need to attend a Service NSW centre.
Service NSW receives about 100,000 applications each year.
There are currently more than 400,000 customers with permanent permits and nearly 10,000 holding temporary permits.
