RESIDENTIAL parks operators in NSW will undertake mandatory education and face fines of up to $11,000 for harsh conduct, including harrassing residents, under laws to take effect on November 1.
The new laws will also limit site fee increases to one every 12 months, and home owners will have the right to sell their home on site.
But the controversial provision allowing park owners to offer contracts that offset lower site fees with giving the owner a share in capital gains on sale of the home will remain.
Better Regulation Minister Victor Dominello said the regulations would give greater protection to more than 30,000 people who live in about 490 residential parks in NSW.
The reforms, developed in consultation with residents, park owners and industry groups, reduce the burdon of evidence for home owners alleging excessive site fee increases before the tribunal and introduce standard compulsory site agreements and condition reports.
Affiliated Residential Parks Residents Association NSW president Gary Martin said the act had significant benefits for residents.
