BIG changes to the way care in the home is delivered take effect from today.
Under the reforms, the home care packages move from provider-controlled to a consumer-controlled model.
The change gives consumers more flexibility in choosing their care services, such as nursing, personal care and social support, and more choice when it comes to finding a provider that matches their needs.
Under the previous system, the consumer had to fit into the provider's model. Now, consumers can select the provider to suit their particular needs and budget.
The reforms are also expected to bring more competition to the sector as providers vie for customers, and could see consumers vote with their feet on high administration fees.
Under the previous arrangements, consumers who chose to change providers could not take the remainder of their package with them. Now, the package is portable.
People who are already on a package do not need to do anything, as the services will remain the same unless the client decides to switch.
Exit fees will not apply unless included in writing in the existing contract.
